2006 GO Bond for Public Libraries FAQ

Reminder: 2006 GO Bonds expire this fiscal year.  Remaining balances will not be carried over. Reimbursement requests must be recieved at the State Library by April 1, 2010.  

What are the GO Bonds?

  • Senate Bill 301 2006 Capital Projects General Obligation Bond Act was approved by the 47th legislature (2nd session, 2006). Section 10, Paragraph C (page 36-37) and approved by the voters in the 2006 General Election as Bond Issue C.

How do I request reimbursements?

  • Download the reimbursement form
  • Include evidence that shows the amount on the invoice has been paid by your local government. Evidence can include: copies of receipts that match the amount on the invoice or copies of corresponding vouchers or checks showing payments.
  • The “remit to address” must match the purchase order sent to each library.
  • Reimbursements claims may be submitted as monies are expended and in the state fiscal year in which they are expended.

How can the GO Bond funds be spent?

  • According to the legislation GO Bond funds are for supplemental library resource acquisitions, including books, equipment and resources, for public libraries statewide. If an appropriation for a project authorized in the 2006 Capital Projects General Obligation Bond Act is not sufficient to complete all the purposes specified, the appropriation may be expended for any portion of the purposes specified in the appropriation. Expenditures shall not be made for purposes other than those specified in the appropriation. (page 39)
  • Local governments must determine if their intended expenditures meet the intent of the law. Libraries should maintain written approval from the library’s governance body as evidence that there was financial oversight for the purchase.


How will GO Bond funds be distributed to public libraries?

  • Funds will be distributed on a reimbursement basis.


How are the public library allocations determined?

  • $300,000 (10%) of the funds will be allocated to library systems
    • 5 New Mexico State Library Rural Services outlets will each receive $1,000
    • 1 new developing library (P'oe Tsawa) will receive $1,000
    • 90 public libraries will each receive an equal share of $293,000
    • The remainder of the funds ($2,700,000) will be allocated on a per capita basis to the counties. Within each county, 90 public libraries will receive a per capita allocation based on their LSA population and a corresponding percentage of any unassigned county population. Libraries in counties with only one library will receive the full county allocation.

When can public libraries expend the funds?

  • October 17, 2007 to March 2010. All reimbursement requests must be received by April 1, 2010.


How does the new GO Bond Rule affect this GO Bond?

Future bonds approved after March 2008 will be governed by NMAC 4.5.8  DISTRIBUTION OF GENERAL OBLIGATION STATE OF NEW MEXICO BOND  FUNDS TO PUBLIC LIBRARIES.  The approval of the NMAC rule will not change the distribution of 2006 GO Bond funds, but we will begin implementing the procedures and timelines outlined in the rule with the 2006 GO Bond funds.
