DOL PARTNERS WITH LIBRARIES

On June 29, 2010, the Department of Labor Employment and Training Administration (ETA) officially encouraged its state and local workforce investment boards, state workforce agencies, and One-Stop Career Centers to partner with public libraries to extend their career and employment services to job seekers and unemployed workers. The ETA’s Training and Employment Notice (TEN) cements a partnership between the ETA and the Institute of Museum and Library Services (IMLS) that was announced on June 25, at the American Library Association annual meeting. 
 
“Thirty million people used library computers in 2009 to meet their workforce needs. Libraries offer Internet access, welcoming spaces, convenient hours and locations, and, most importantly, librarians to serve as information navigators,” said IMLS Acting Director Marsha L. Semmel. “The public workforce system offers a strong network of dedicated professionals with the resources and expertise to help job seekers. Our partnership at the federal level is an important catalyst to partnerships at the state and local level.”

While the IMLS-ETA partnership encourages library/One-Stop Center collaborations in states that haven’t yet made these connections, it seeks to strengthen alliances that already exist. “People may not have heard about One-Stops, which breaks my heart, but they do know about libraries,” said Linda Strong, JobLink Unit manager with the North Carolina Department of Commerce’s Division of Workforce Development. “Some of the benefits that One-Stops derive from this partnership include longer library hours that allow access beyond One-Stop office hours, better and more technological access, and the fact that parents can work on their job search while children are engaging in productive activities. We consider libraries to be extensions of One-Stops in North Carolina.”

“This year, we’ve seen extraordinary growth in our career center counseling, programs, and job club offerings,” said Sari Feldman, president of the Public Library Association, a division of ALA.  “As one customer put it, ‘The library was always my trusted friend and was there for me when I lost my job,’”

An estimated 3.7 million Americans have found work with support from their public libraries, said Semmel, citing a March 2010 study conducted by the University of Washington and sponsored by IMLS and the Bill and Melinda Gates Foundation. The report also found that: 
  • More than 77 million people over the age of 14 used a library computer last year. 
  • 30 million people used library computers to help address career and employment needs in the last 12 months.  
  • Among these users, 76 percent reported they searched for jobs online.  
  • Among job seekers, 68 percent went on to apply for a job or submit a resume. 
  • 23 percent used library computers to receive job-related training.
Other IMLS/ETA activities include sharing of career and training information and tools of the two systems and dissemination of information about workforce-library partnerships via webinars.  On August 11 at 2 p.m., ETA staff will participate in a webinar hosted by Project Compass, an initiative made possible by an IMLS grant to WebJunction. The webinar will provide an overview of the public workforce system and present the electronic tools most helpful to library staff that assist unemployed workers. The Employment and Training Administration funds and supports a network of nearly 3,000 One-Stop Career Centers that address the employment needs of job seekers and businesses in every community across America.  One-Stop Career Centers draw from a vast array of community resources to make a multitude of services available to address employment challenges including job search and placement assistance; skills assessments; career assistance and counseling; free training services for eligible individuals; English as a second language; and assistance with Pell grants and student loans. Unemployment by County - 2007-2010.  The Immigrant Bridges e-discussion group broke down unemployment figures month by month from 2007 until May 2010 by every county in the country to create this review of unemployment in the United States.  And the libraries are where people go for help!

Española  Library celebrates with Mad Hatter Tea Party.  On Saturday July 17, the Española Library celebrated Disney’s 55th Anniversary with a Mad Hatter Tea Party for families. The event hosted a cupcake walk, a pin the ear on the March Hare game, and a parade for the judges.  Prizes were awarded for Maddest Hat. Participants were encouraged to wear a crazy hat, either hand constructed or bought. Library Director Teddie Riehl made her hat out of a recycled GO Bond signs and a Mother’s Day gift bag. Local businesses and Library Board President Daniel Roybal donated prizes. 
 
 
 
 
 
 
NM State Library chooses Koha.  The New Mexico State Library is contracting with Equinox Software, Inc. to host two Koha databases, one for the State Library's Books By Mail program and one for their Rural Bookmobiles service. Equinox is also providing data migration services and support. 

According to Gary Harris, the Director of the Technical Services Bureau at the State Library, “The New Mexico State Library began an evaluation of the Koha Integrated Library Management System in 2008. We were impressed with the software from the beginning, but we encountered a few problems with implementation. We have a test system up and running, but decided to get help from an open source software support company. We began a selection process in January 2010, and Equinox came out on top for several reasons, not to mention their solid reputation and contributions to the Koha community.”

State Library changes hours.  Effective August 2, the New Mexico State Library will be reducing the hours that collections and reference services are available to the public. Unfilled staff positions and budget cuts have made this move necessary. The State Library will continue to provide the same services, but the hours that the building is open to the public will be shortened to 10 a.m. to 4:30 p.m. Monday – Friday.

Centennial Statehood grants.  Here's a new grant opportunity from the New Mexico Centennial of Statehood Steering Committee for libraries and/or communities to commemorate the 2012 NM Centennial.  A dozen or more projects celebrating New Mexico’s Centennial of Statehood will receive grants from a state planning group.  The New Mexico Centennial of Statehood Steering Committee will accept applications from non profit organizations beginning August 15, 2010.

Applications will be received by the New Mexico Humanities Council (NMHC) which will administer the grants.  Grants will range from $3,000 to $5,000, for projects occurring between September 1, 2010 and June 15, 2011.  The Committee expects to support 12 to 15 grants.

The Steering Committee is a statewide collaboration created by the New Mexico Department of Cultural Affairs (NMDCA).  It has been working for the past five years to plan for statewide activities that will commemorate New Mexico’s entry into the union as the 47th state on January 6, 1912.  Commemorative activities begin in September 2011. 

Governor Richardson signed legislation this spring that supported Centennial activities in the amount of $270,000 to the New Mexico Department of Cultural Affairs (NMDCA) centennial activities.  Half of these funds have been made available to the DCA for 2010, with $50,000 allocated for nonprofit organizations seeking funding support for Centennial activities.  A wide range of projects will be considered for funding, from public programs to written histories, creative and performance art, planning, and preservation.  All projects must produce outcomes that are available to the general public.

Craig Newbill, NMHC Executive Director said, “Communities across the state have been meeting and planning for the centennial for some time now and these funds currently available for projects will be put to good use.”  Newbill reminded applicants that, “Every good project opportunity starts with sound planning and a realistic assessment of the funding needed.  Many plans end as a result of having neither.”

Fran Wilkinson, Nancy Dennis, and Linda K. Lewis wrote a book at the request of ALA's ACRL on emergency preparedness and recovery.  After a fire and two floods at UNM's libraries, they became (unfortunately) the experts on what to do and not to do.  The book, Comprehensive Guide to Emergency Preparedness and Disaster Recovery, was just published this month.  It is an essential toolkit for libraries of all types and sizes.

Frances C. Wilkinson is the Deputy Dean of University Libraries and a Professor of Librarianship at the University of New Mexico. She has over twenty-five years of academic library experience. She is the author of several books and over fifty articles, chapters, columns, and reports; she has given numerous workshops and papers; and she has served as a column editor for a peer-reviewed professional journal and on several national editorial boards. She is ABD in the UNM Educational leadership doctoral program. She is active in the American Library Association (ALA) and the North American Serials Interest Group (NASIG) and received the prestigious ALA-ALCTS Leadership in Library Acquisitions Award in 2000. Fran is a member of the New Mexico Library Association, New Mexico Association of Research Libraries, and the Albuquerque/Santa Fe/Los Alamos Equal Employment Opportunity Council. She is also a mediator with UNM’s Faculty Dispute Resolution group. 

Nancy K. Dennis is the Associate Dean of Facilities and Access Services for the University Libraries and an Associate Professor of Librarianship at the University of New Mexico. She has over twenty-five years of professional librarian experience in management positions in technical services and library information technology departments in both public and academic libraries. She is the author of several articles and has been the project manager and principal investigator for two large National Endowment for the Humanities grants that resulted in the creation of the Online Archive of New Mexico and the Rocky Mountain Online Archive. She is a member of the American Library Association (ALA) and the New Mexico Library Association. 

Linda K. Lewis retired this year from the University of New Mexico after nearly 40 years working in reference, acquisitions, serials, and collection development. She is the author of several books and articles in library science and women’s studies. She is a member of the American Library Association and the New Mexico Library Association.

State Librarian Susan Oberlander has recently been appointed the Chair of the Telecommunications Committee, which is part of an advisory group to the Office of Information and Technology Policy (OITP) at ALA’s Washington Office.  OITP works in the areas of  information technology, policy, and law for libraries and library users.  Their mission includes educating policy makers and the library community about technology issues, engaging in strategic analysis in anticipation of technological change, and advancing ALA’s information policy interests on behalf of libraries and library users.  Some of their recent work in these areas include:  comments filed in the current Federal Communication Commission rulemaking on e-rate, a study on Public Library Connectivity needs, and a review of lessons learned from five shared library networks.  

 Dr. Oberlander, with a background in both libraries and telecommunications, reports that she is very happy to embark upon this opportunity in an area that is critical to all types of libraries.  She states, “The other members of the committee bring varied experiences to apply to the work of the committee.  In addition, the staff at OITP is very knowledgeable in technology issues facing libraries and has contributed to making ALA an active player in the policy community of Washington.”
