Senate Bill 333 2008 Capital Projects General Obligation Bond Act was approved by the 2008 Regular Session of the Legislature and approved by the voters in the 2008 General Election.
Funds are for library acquisitions at public libraries and tribal libraries statewide:
(a) three million dollars ($3,000,000) to acquire library books, equipment and library resources for public libraries
(b) two million dollars ($2,000,000) to acquire library books, equipment and library resources for tribal libraries
According to the legislation GO Bond funds are for library acquisitions at public libraries and tribal libraries statewide to acquire library books, equipment and library resources.
Local governments must determine if their intended expenditures meet the intent of the law. Libraries should maintain written approval from the library’s governance body as evidence that there was financial oversight for the purchase.
How will GO Bond funds be distributed to public and tribal libraries?
Funds will be distributed on a reimbursement basis.
Include supporting documentation that shows items purchased and evidence of payment by your local government for the expenditures being claimed for reimbursement. Evidence can include: copies of receipts that match the amount on the invoice, copies of corresponding vouchers, checks showing payments, or payment registers.

How is the $3,000,000 in public library allocations determined?
$300,000 (10%) of the funds will be allocated to library systems
4 New Mexico State Library Rural Services outlets will each receive $1,000
75 public libraries will each receive an equal share of $260,000 or $4,054.79 each
The remainder of the funds ($2,700,000) is allocated on a per capita basis to the counties.
Within each county, 75 public libraries will receive a per capita allocation based on their LSA population and a corresponding percentage of any unassigned county population. Libraries in counties with only one library will receive the full county allocation.
How is the $2,000,000 in tribal library allocations determined?
18 tribal libraries will each receive an equal share of $1,980,000 or $110,000 each
The remainder of the funds ($20,000) is allocated on a per capita basis to the counties.
Within each county, 18 tribal libraries will receive a per capita allocation based on their LSA population and a corresponding percentage of any unassigned county population. Libraries in counties with only one library will receive the full county allocation.

Fall of 2009 to March 2012. All reimbursement requests must be received by April 1, 2012
Once the bonds are sold and the state sets up the accounts in the state financial system, the state library will initiate a State of New Mexico purchase order for each library's allocation. The library will be notified that they can begin using the funds.
How can non-profits utilize these funds?
Non-profits are required to have a Joint Powers Agreement or a Memo of Agreement/Understanding with a local government (city or county).
