Plans & Policies
Planning documents provide libraries with direction and consistency, as well as a vision for the future. They help ensure the current needs of the community are addressed with proper funding and staff. As your library begins to work on the planning documents, keep in mind that the community assessment should direct all of the other plans and policies.
Required Planning Documents
New Mexico Administrative Code (NMAC) 4.5.2--State Grants in Aid to Public Libraries--has been changed:
Public libraries will now be required to have a community analysis and assessment, a long-range plan and a collection development policy that are reviewed and updated on a regular basis as determined by the library. Full public libraries no longer need to submit plans and policies to the State Library in order to be eligible for State Aid.
For Developing libraries to move to Public Library status, they must submit a community analysis and assessment, a long-range plan and a collection development policy to the State Library for approval before receiving full State Aid.
For all libraries applying for E-rate discounts, you must submit a Technology Plan to the State Library for approval every three years to be eligible for the E-rate program. This is a requirement of the E-rate program. For additional information, please go to the E-Rate section of the Librarians' Toolkit.

It is highly recommended that all public libraries have a marketing plan as well as a staff development plan. The following links will take you step by step through creating these plans.
