2014 GO BONDS for PUBLIC and TRIBAL PUBLIC LIBRARIES
SB 53, the "2014 Capital Projects General Obligation Bond Act" was approved by the 2014 New Mexico Legislature and approved by the voters in the November, 2014 General Election.
Language from the law [SFC/SB 53, Page 33]:
B. for library acquisitions at public libraries...
(1) to the cultural affairs department:
(a) three million dollars ($3,000,000)for equipment and supplemental library resource acquisitions,including print, non-print and electronic resources, for non-tribal public libraries statewide; and
(b) eight hundred thousand dollars ($800,000) for equipment and supplemental library resource acquisitions, including print, non-print and electronic resources, at tribal libraries statewide

Exhibit 2 - 2014 Request for Payment Form (excel format) -- to be included with each request for reimbursement; must include documentation for purchases and proof-of-payment

2012 GO Bonds for Public and Tribal Public Libraries
SB 66, the "2012 Capital Projects General Obligation Bond Act" was approved by the 2012 New Mexico Legislature and approved by the voters in the November 2012 General Election.
On March 7, 2013, Governor Susana Martinez signed Senate Bill 66. Library funding remains intact at $9.83 million.
SB 66 put three separate bond issues on the November 2012 General Election ballot; the specific library bond issue was:
B. $9.83 million to fund public, academic and school libraries statewide at $3 million each, and $700,000 for tribal libraries statewide. (The extra money covers the cost of selling the bonds.)

B. for library acquisitions and capital improvements at public libraries, public school libraries, academic libraries and tribal libraries statewide:
(1) to the cultural affairs department:
(a) seven hundred thousand dollars ($700,000) for equipment and supplemental library resource acquisitions, including print, non-print and electronic resources, and for planning, designing and constructing capital improvements to include library facilities for tribal libraries statewide; and
(b) three million dollars ($3,000,000) for equipment and supplemental library resource acquisitions, including print, non-print and electronic resources, for non-tribal public libraries statewide.

Technology Support Grants -- LSTA 2011
The New Mexico State Library is pleased to announce the availability of Technology Support Grants for public libraries. We recognize that many of our New Mexico public libraries lack local technology support for computers and networks – for example, 30 % of NM public libraries reported that computers are down for more than 2 days – and this grant will help provide affordable tech support, and encourage tech consultants in your area to become familiar with your libraries’ unique tech needs.

Grant Timelines:
- Applications are available on NMSL website – September, 2010
- Applications due from libraries – November, 2010
- NMSL notifies libraries of grant awards and provides pre-assessment document – November, 2010
- Agreements and pre-assessment documents due from libraries -- December, 2010
- Expenditures period begins – January 1, 2011
- FY11 Reimbursements for Expenditures must be requested by July 20, 2011
- First Quarterly Report (using above Project Report Form) -- Due by March 31, 2011
- Project report due (for State Programs Report) – September 30, 2011
- Expenditures period ends – May 31, 2012
- All reimbursements due -- June 30, 2012
- Final project report and post-assessment due -- August 31, 2012
Successful applicants will be chosen in the following order:
- Library with no current technical support
- Volunteer support only for the library
- Dedicated contractual support to the library, paid by library’s budget [Libraries supported by city or library IT staff or city-wide technology contracts will not be eligible.]
Eligibility criteria:
- Library is a public library as defined by NMAC 4.5.2
- Library (if non-profit) or local government (city or tribal) has not been debarred or suspended from doing business with the federal government
- Library is open to the public a minimum of 15 hours per week, two days per week
- Library submitted an FY2009/2010 Annual Report
- Library is able to pay matching portion of the service (through GO Bonds or other cash funds)
- Library has written approval from their governing body to participate
- Library agrees to use TechAtlas to inventory their technology with assistance from Library Development
- Library agrees to a pre- and post-grant assessment of staff’s technology knowledge and library’s environment
- Library agrees to provide reports as required by NMSL
- Libraries supported by city or library IT staff or city-wide technology contracts will not be eligible
Grant amounts available:
Libraries may request a maximum of $15,000
Payments:
Made on reimbursement basis, along with appropriate documentation
Local matching funds from the public library applicant:
- The local contribution to the project must be 10% of the total amount of the project.
- The cash match may be from local or state funds (including State GO Bond funds) or from non-governmental agencies (e.g. foundations, Friends groups, etc.).
